President Paul Kagame of Rwanda has appointed Joseph Nsengimana as the new Minister of Education, replacing Gaspard Twagirayezu, who has been reassigned to lead the Rwanda Space Agency. 

Joseph Nsengimana, a prominent figure in the education technology sector, previously served as the Director at the Mastercard Foundation Centre for Innovative Teaching and Learning in Kigali. 

This appointment is seen as a strategic move to enhance Rwanda’s education system, which is pivotal for the nation’s development.

Background on Joseph Nsengimana

Joseph Nsengimana brings a wealth of experience to his new role as Education Minister. 

At the Mastercard Foundation, he was instrumental in promoting innovative teaching and learning practices across Africa, collaborating with policymakers, researchers, and education technology stakeholders. 

His work focused on integrating technology into education, aiming to improve learning outcomes and accessibility.

Before his tenure at the Mastercard Foundation, Nsengimana held a significant position at Intel Corporation, where he was the Executive Director of Global Diversity and Inclusion, Policy, Strategy, and External Partnerships.

In this capacity, he developed and implemented Intel’s public policy and corporate affairs strategy across Africa, particularly in education and information and communications technology (ICT).

Challenges in Rwanda’s Education Sector

Rwanda’s education system has made notable strides, boasting a literacy rate of 71.4% and the highest net enrollment rate in Sub-Saharan Africa. 

However, the sector still grapples with several challenges. 

Key issues include low government spending on education, capacity gaps among educators, infrastructure limitations, and a lack of sufficient learning materials. 

As Joseph Nsengimana takes on the role of Education Minister, he faces the critical task of tackling these challenges head-on. 

President Kagame, who was sworn in for a fourth term in August 2024, has emphasized the importance of education as the “cornerstone of the nation’s development aspirations.”
