Ghana’s Telecom Authority Addresses Data Pricing Concerns and MTN’s Status

Ghana Telecoms: Data Pricing and MTN Status: Ghana’s National Communications Authority (NCA) is addressing rising public concerns regarding high internet data pricing and the classification of MTN Ghana as a Significant Market Power (SMP). 

These issues have sparked significant discussions on social media, prompting the NCA to respond with a statement reaffirming its commitment to consumer interests and fair competition in the Ghana telecoms sector.

NCA’s Response to Public Concerns

In a press release issued on Sunday, the NCA acknowledged the grievances expressed by consumers regarding data pricing. 

Established in 1996 and later restructured under the National Communications Authority Act of 2008, the NCA emphasized its role in ensuring a balanced market environment. 

The authority clarified that the SMP classification of MTN is not punitive but aims to maintain competitive fairness in the telecommunications market.

“The NCA has taken note of some public concerns,” the statement read, highlighting the authority’s dedication to fostering a competitive landscape. 

The NCA reassured consumers that the SMP designation is designed to protect consumer choice rather than restrict MTN’s operations.

Measures to Enhance Competition

To promote competition and innovation, the NCA has implemented several measures, including asymmetric interconnection rates, tariff parity, and technology neutrality. 

These initiatives are intended to enable smaller operators to compete effectively, offer sustainable pricing, and invest in service quality improvements. 

The authority’s statement noted, “By implementing measures such as asymmetric interconnection rates, tariff parity, and technology neutrality, the NCA aims to promote competition, encourage innovation, and protect consumers’ interests.” 

This approach is crucial for ensuring that all players in the Ghana telecoms market can thrive without being overshadowed by dominant operators.

Data Pricing Landscape in Ghana

In an attempt to reassure consumers about data pricing, the NCA referred to a report from cable.co.uk, which ranked Ghana third in Africa for the lowest mobile internet data costs and second in the West African region. 

This ranking was part of the NCA’s regular billing monitoring exercise, which aims to provide transparency and accountability in pricing.

“Data from a report published by cable.co.uk ranked Ghana 3rd in Africa as the country with the cheapest cost pricing for mobile internet data,” the NCA noted, emphasizing the competitive nature of Ghana’s data pricing landscape. 

This assertion aims to alleviate public concerns regarding the affordability of internet services in the country.

MTN’s Position and Regulatory Compliance

MTN Ghana, which has been under scrutiny since its designation as an SMP in 2020, has also addressed the public outcry regarding high data costs. 

The company has stated that its pricing strategy is influenced by regulatory mandates aimed at enhancing market competitiveness. 

MTN’s Chief Corporate Services and Sustainability Officer, Adwoa Wiafe, explained that the NCA’s rationale behind data pricing reflects a commitment to maintaining fair competition.

Despite the NCA’s efforts to regulate pricing, some Ghanaians have expressed dissatisfaction, calling for the dissolution of the NCA board due to perceived failures to control high data costs and ensure reliable service. 

The NCA has responded to these criticisms by allowing public comments on the data pricing issue, indicating a willingness to engage with consumers and stakeholders.
