AliExpress, Chinese eCommerce Platform, is Set to Enter Ethiopia

AliExpress, the international online retail subsidiary of the Chinese eCommerce platform Alibaba Group, is poised to make a significant entrance into the Ethiopian market. 

This development comes following a finalized agreement announced by Dr. Abiyot Bayu, Senior Advisor to Ethiopia’s Minister of Innovation and Technology. 

An official announcement regarding this expansion is anticipated soon, marking a pivotal moment for Ethiopia’s digital economy.

Background of the Partnership

The groundwork for AliExpress’s entry into Ethiopia was laid five years ago when the Ethiopian Ministry of Innovation and Technology entered into a partnership with Alibaba Group. 

This collaboration aimed to enhance the country’s digital economy through the establishment of an Electronic World Trade Platform (eWTP), a concept introduced by Alibaba’s co-founder Jack Ma in 2016. 

The eWTP serves as a collaborative framework for private enterprises, international organizations, and government entities, focusing on the development of small and medium-sized enterprises (SMEs) and promoting trade.

The recent announcement follows a virtual meeting held on August 7, 2024, between Ethiopian officials and Alibaba representatives, led by Chandee Zhuang, Senior Advisor at Alibaba Global Initiatives.

Economic Implications of AliExpress’s Entry

The entry of AliExpress into Ethiopia is expected to have far-reaching economic implications. 

Analysts predict that it will create numerous job opportunities, stimulate startup innovation, and provide a platform for local products to gain international exposure. 

This could significantly enhance Ethiopia’s export potential, allowing local businesses to reach a broader audience.

AliExpress, launched in 2010, is designed as a business-to-consumer (B2C) platform, allowing individuals to purchase products in smaller quantities. 

This model aligns well with the needs of Ethiopian consumers, who may seek affordable goods from international markets.

Aligning with Ethiopia’s Investment Reforms

AliExpress’s expansion aligns seamlessly with Ethiopia’s recent reforms aimed at attracting foreign direct investment. 

On April 18, 2024, the Ethiopian Investment Board (EIB) introduced Directive No. 1001/2024, which permits and regulates foreign participation in various sectors, including export, import, wholesale, and retail trade. 

These sectors were previously restricted to domestic investors, marking a significant shift in the country’s economic policy.

In addition, the Ethiopian Ministry of Trade and Regional Integration has initiated a new licensing regime for electronic platforms. 

This new framework establishes a distinct e-commerce license category, effectively streamlining the registration process for digital businesses. 

As of December 2023, around 45 licenses have already been issued, reflecting the government’s commitment to creating a conducive environment for e-commerce.
